PH seems to be just about any orc in the zone. Spawn rate probably hovers around 1-3%. I don't think I've seen two of the same named up at once but I'm not sure it is impossible considering the low spawn rate. The herbalist buffs himself and others around him (haste?) so if he's up you'll most likely see it in the combat log.
