Was red to a level 25, but blue to a 31, so he can potentially spawn between levels 28-30. Seemed to break charm, fear more often then most sarnaks in the area, similar to dragoons, though revealer in question had {{:Sarnak Emblazened Tabard}} so that might be the cause.
