Found behind the Ice Giant Diplomat and in Lady Vox's lair. Cast the Root like of spells to CC them. At least the three spawns near the Diplomat are on the 22 minute zone timer. The seven giants beyond the portcullis seem to be on a longer respawn time (less than 8hrs).
