Located at the bottom of the lava pit near the entrance to Sol B. Cannot be pulled out of the lava. He's a bit hard to find in the lava and will not move at all from his spot. There is a very thin plume of smoke near the centre of the lava pot. Go to that and go straight down and you should see him. If Eejag is not up you can spawn him by finding a fire sprite in zone (PH seems to be the imp that roams up to the druid ring), targeting it, and saying "I challenge Eejag." The sprites can be found roaming around all over the place. A tracker would help, but not really necessary. Very high magic, fire, and cold resists; cold resist seems a bit lower but still high (level 60 cold nukes mostly resisted, but Lure of Frost at 57 hit for a majority of its damage). Depending on FR you should get about 10-25 damage per tick. Any regens, fungi tunics etc is enough to negate it. Remember to have Enduring breath. My group had an embarassing wipe when we forgot about that. We did it easily with 1 60 paladin, 1 55 cleric, 3 monks. You can only inflict melee damage if you are at the same depth/elevation as him. If you're lower or higher, you won't do any damage and you won't get any "can't see your target" message either. So you'll have to constantly swim up to stay level.
