At most there are two heretics spawned in the zone at any given time, typically pathing north/south either a short distance from the western zone wall or near the eastern creek. Doesn't path into the snowy region. Uses Harm Touch. 60 minute respawn timer. Got him 4 times in 20 heretic kills, so it seems about a 20% chance to get Jelquar.
