A high level invisible man in the Upside-Down wing of Plane of Mischief. In conjunction with the other proximate NPCs that spell YOU SHALL NOT PASS, it is a probable reference to Gandalf's warning to the balrog in Lord of the Rings. Despite this dire warning, there is no danger in passing by.
