spawn time is longer than 2 hours. Possibly 24. Edit: I actually think it's 1 in game day. There seems to be a pattern where Fieldsurgeon Trom and Shieldbearer Relios come out (not sure which one of these is first), then Shieldbearer Buerd, then Vrionele, and then finally Daelione. They cross the bridge out of the outpost and hang out right in front of the entrance. Once Daelione is killed, you have 4 minutes (as of 7/24/2025) to hand in the implant to Vekis.
