This quest begins with Jemoz Lerkarson, a cleric guildmaster in the basement of the Temple of Marr in North Freeport.

On handing a Damaged Militia Helm to him, you saw:

Captain Hazran is a level 61 Warrior guildmaster found in the Militia House in West Freeport near the gate to East Commonlands.
