Loot the Large Empty Crate found on Smithy Rrarrgin in the Warrens (it doesn't always drop) and return it to Sheltuin.

Keletha Nightweaver takes the note, dumps the dust into her hand and examines it for a moment. She looks up and chuckles, then says, 'It's amuzing how one of our Royal Guards cannot identify this substance. Do you feel how it's slightly cooler than other metals? There are much better metals at our disposal now, so it's use is rare except in more primitive cultures. Here is my report.'

Head over to Qeynos Hills and seek out the erudite traveler by the lake. If you kill him, he drops Courier's Head, Crate full of Ore, and Note from Eichvul that leads you to Eichvul, a dark elf in a tower in Everfrost near the entrance to Permafrost. Kill Eichvul to obtain a Supplier's Head and Sealed Letter. Lastly, return to Royal Guard Sheltuin in Paineel and turn in the Courier's Head, Crate full of Ore, Supplier's Head, and Sealed Letter for your reward.
