Despite being in Icewell Keep and surrounded by Dain Frostreaver faction mobs, Royal Armorer Slade is on Coldain faction. I can only assume Kindly is required for the turn in, just like the base level Thurgadin faction quests. The standard method for checking if you have sufficient faction is to go through the text triggers and see if the NPC responds to the one just before the turn in; in this case, that phrase is "What services?"
