Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Unadorned leather armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan.

For each armor piece, bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction.

Komawin Fe`Dhar says 'I shall weave one of exceptional quality for you but you must gather the items first. I require an unadorned leather cap and three pieces of crushed coral.'
