Manik Compolten (Ak'Anon, 902, -470, map) is found in the Gem Choppers guild hall in Ak'Anon. Note: this quest can be done with apprehensive faction. ' As on 23rd May 2023 my Woodelf ranger did NOT get the quest at apprehensively. Best you try to trigger the dialogue and you'll see if it's doable.

As of 3/27/2025, my Halfling Druid could not get the quest at indifferent, but he did give the reward.

Manik Compolten says, 'Greetings, young one. I am Manik Compolten, High Watchman. Are you a [new warrior] or an [experienced fighter]?'

You say, 'I am an experienced fighter' (Note: answering 'I am a new warrior' will start the Series C Black Boxes quest.)

Manik Compolten says, 'Good. I require your talents to destroy rogue clockworks. After we sent the clockworks to destroy the Asylum of the Mad we found some of the clockworks went haywire and never returned. We must destroy them, not for the safety of the people, but to keep our technology from falling into the hands of any other nation. Go to the Steamfont Mountains and return their rogue blackboxes to me.'

Hand him two rusted blackboxes: (Attention, at aprehensive faction as an erudite necro, he ate my blackboxes and i didnt get credit for the turn-ins, i imagine you need to be at least indifferent for this quest to work)
