Note: You do not need to do this part to get prayer cloth. Just hail the elf and say "The king is dead" and he will ask for proof. Give him the BoB and receive the prayer cloth of tunare.

Hail a dwarven slave (male) found in various locations around Crushbone.

a dwarven slave says, 'Slavedrivers are just lackeys for the [taskmaster]. He is the real orc in charge.'

You say, 'taskmaster?'

a dwarven slave says, 'The taskmaster?? He is that large orc who runs around with that [bronze earring[ in his ear.'

You say, 'what bronze earring?'

a dwarven slave says, 'Yeah, a bronze earring. He wears it like a newly crowned king. If I ever had that earring I know I would stand a chance at escape.'

This is the Taskmaster Earring quest. The Brass Earring (incorrectly called bronze in the dialogue) can be given to various slaves around Crushbone to free them and receive a small quest to inform their loved ones of their whereabouts. You can instead give it to a dwarven smith to get the preliminary dialogue for the Screaming Mace Quest.
