According to Allakhazam, "the story is a bit quirky, so here's some clarification: Tayla first wanted to move to Kelethin, but probably never made it to there, then was last seen in Neriak. There she worked as a dancer or prostitute, or both, in a night club, but her NPC got removed from there by the devs after some turmoil including a court case against a fantasy writer.
Before or after her stay in Neriak she gets enslaved, and after a stop in Highpass Hold she gets sold to Haggle Baron Klok, an iksar. She then appears as an "Half Elf Maiden" in a prison cell in Cabilis East, still stating that she want to move to the Faydark to live among the elves. This girl got around quite a bit." ref

Walkthrough
Brohan Ironforge tells you that his daughter Tayla is missing and was last seen near Nektulos Forest. Bring him proof that she is safe and he will reward you.
Head to Neriak 3rd Gate and talk to Mare X`Lottl in the basement of Maiden's Fancy. Ask her about Tayla, and she will say: "Why do you seek that little scamp when you have Mare right here? If you really want to know where she is, it will cost you. Did I ever tell you that my heart belongs to Jasper?"
Go next door, buy a jasper and give it to her.

Belyea will not speak of him but that he was some sort of Baron. He did give me this trinket from his new friend and owner of the half-elf scamp. You keep it. There is a Half Elf Maiden that spawns in a locked room in Cabilis, that is Tayla. She was won in a game of King's Court, which Carson Mccabe rigged so that the Iksar Haggle Baron Klok would win. She was taken to Cabilis, and is simply called 'Half Elf Maiden'. Find 'Key' as a ground spawn in front of Haggle Baron Klok, and use this key to open the door to the maiden.
